I don't think you ever hear US emergency service vehicle's siren, thats more "horrible" than this. It should be. Even if traffic light is operate through network than that also synchronize with. b'caus this all about someone's life...........
Thanks a lot for adding to my knowledge. While in US, other vehicles may not be making too much noise, here honking is too common &, on the top of it, Medical Emergency Ambulances, when NOT ON Emergency Duty, also keep siren ON. Once, I was taking my family member for a SCAN, there was no Emergency & I requested the Emergency Vehicle Driver to stop SIREN. He refused. Incidentally, people, normally, do no give way to Ambulances here. The point is, there is good scope for improving civic sense.
If people are not giving the way to an ambulance then what is required is creating public awareness highlighting the need for it through campaigns. Govt can even involve BGOs for mass awareness on importance of saving lives. But, increasing noise level further by the loud siren of ambulance is worth avoiding.

There is typographical error. It is NGOs and not BGOs.
