There will never be a perfect form of government on earth because we are imperfectand we are in the flesh and the flesh is needy. There will be better forms of government in the future that will eventually crumble because power corrupts.We complain about all these governemnts treating us badly yet we are the ones who exert control on ourselves and create these systems because we can't help but be controlled in order to function. We are humans. Love has no rules or boundaries it is the only way.
