every time i use the cheats like gameshark tehn i save then turn off for smoe reason it doesnt save continue saya "new game"

It might be a side-effect of the Gameshark. If you're using VBA, you can save your game and load it each time you start the ROM.

which game is easier team protoman or team colonel?

To be honest, I am not sure myself.

Although, some aspects of Team Colonel's Liberation missions are easier than Team Protoman's (like Knightman can protect anyone near him opposed to Magnetman where you have to actually cast a shield around someone that only protects that person.
