Because more than one character uses the Fat Blue pattern: Mr. Johnson, Louie the cop, and Harvey Kneeslapper's nameless victim are three different people who happen to look similar.

Those three aren't the same guy. I know they look and sound pretty similar, but if you look (and listen) carefully, you'll find a few differences. Also, Mr. Johnson's first name is Fred.
We need the policeman version of "People in Your Neighborhood". Muppet Wiki doesn't indicate one, but I have trouble believing they wouldn't write a verse regarding such an important job. So if anyone has one, could you upload it?
Boy. Charlie still doesn't get the picture.
