Douglass Montgomery is Stephen Foster and William Frawley is Edwin P. Christy in a clip from the Stephen Foster biopic "Harmony Lane" (1935). Over time, minstrel shows developed into a standard format of three parts, developed by Edwin Christy, incorporating skits and songs performed in an imitation of black "plantation" dialect. Yes indeed it is. You can verify that with Frawley's IMDB page.

I read that William Frawley introduced the song "My Mammy" before Al Jolson did it, and now that I have seen Frawley in blackface, I think it's possible.
