Yes, Guru plants bhakti seeds in hearts, devotees must water their bhakti creepers even after guru leaves. That is not to say, though, that we shouldn't take shelter of these devotees while they are on this planet. Association is important. Prev. acaryas say, 'durlaba manava janama sat-sange' - take the association of sadhus.' As for $, it is used for temples for Krishna, + spiritual books, on instruction of guru.
