The trouble is that there are lots of otters about now and they have wiped out most of the fish.

I used to fish around Newport Pagnell and Onley I think this is Ravenstone the back water off the main river, yes?

This is a Barbel and not a carp. That type of statement does not go down so well in the UK as fishermen take much care over these very valuable and sort after species, however we appreciate that Carp are seem as Vermin in Oz and there is a a different culture in your country.

I would not use a bolt rig unless the lead can safely be released if the fish snags or the line snaps, I am sure you meant semi fixed with the bolt affect?.
The rig I used: 2ft Solar mussle cracker tubing, 2oz inline lead, 10 inch braided link to size 10 korda wide gape with dumbell boilie. The tubing was fished vertically to match the dead reeds, although you may get false indication from line bites.
