As far as these companies "making their own rules", no. They're just following the rule of the market and doing whatever WE as the consumer CHOOSE to allow to be profitable.

Why would we assume our government would regulate what chemicals we take in? It's not our government's job to protect us. Only to insure our Rights, including the Right to effect our OWN life and security.
People MAKING it Big Brother's place to rule rather than represent us is the reason they get away with it. Next time you don't like something a corporation is doing, boycott by encouraging people to stop buying the products and protest to change company policy.
