Put some water in the freezer for 3-5 hours. Take it out and shake/stir. The oxygen bubbles will cause this to happen. Works with beer and soda aswell.

It is possable to do this with vary pure water it is called super cooled liquid water. It is water that is below 32 degrees F or 0 degrees C and has no impurities for ice to freeze upon but agitating the water causes bubbles for ice to form upon giving you a result similar to this.
