A lot of cats do this because they have dermatitis or psoriasis on their lower back and base of the tale. So that could be why your kitty does this. You can check for these conditions by looking at the skin and seeing if it is scaley or flaky. Also if the fur is thinner in these areas it indicates a skin condition.

my cat used to do that too... only she'd meow at the same time... and then start licking her paws roughly, still meowing.... it was HILARIOUS... this looks like the cat's ready to blow his load though. LMAO

@frenchtoastsucks101 That's weird. When my cat was still alive she would chew on the head of my acoustic when I played, but never did anything when I played my electric. The tooth marks on my acoustic are still there...

When I play guitar to my kitten he starts licking the air like that but more, I mean his tounge pokes out really far, he only reacts to the electric guitar though (not plugged in), my acoustic does nothing.

When I do that to my cat I put my hand in front of her face and she goes crazy licking it. It tickles, she seems to get some satisfaction if she has something to lick.
