Yes, Pokémon Black/White also allows you to have two Master Balls, just like in the Diamond/Pearl games, where the second one you recieved was from the lottery in...Jubilife City, I believe it was. The first one was given from Cyrus to you in the headquarters in Veilstone City. Here, in Unova, the first one is given to you before you enter Route 10 by Professor Juniper, and the second one is given to you by a man in the Castelia City Pokémart. However, there is certain criteria you'll have to meet in order to recieve the ultimate Pokéball.

That criteria is that you must have made at LEAST 50 trades, but I'm not so sure if you can achieve that by trading with a friend back and forth, because about 95% of these 50 trades were with people from GTS Negotiations or the GTS itself.
