Hey I have a question. At some point in the game the private action sign that often appears for each town for some reason doesn't appear anymore for the town of Portmith. Has anyone else experience this situation?

I am trying to get the PA for Pericci so that I can get the bunny whistle. I have all 3 emblems and have yet to get the 4th emblem from the Muah kingdom. But I know that I will miss out on a lot of PMs if I get the 4th one.

Where is the PA sign for Portmith? HELP!!!
