this looks familiar ? what they are not telling us , directly anyway, is this is the formula for making electric power and fresh drinking water or irrigation water near areas that are below sea level such as dead seas. like the one in Cal.

Why is there a need for a large vertical tubular structure? Seems like a waste of material. The pressure is provided by head which is already available.
All you need is the bottom section with the turbine in.
Also, why are you choosing Pelton wheels or crossflow turbines? Where is the 'unique' aspect of this concept?
Sorry to be hyper critical. The video is well made though. Good use of software.
An interesting aspect is the rotating aspect of nozzle alignment.

@BarefootBASE The idea and picture of the 4 catchment areas sending water down using various locations would lead to no water or lowering the water level , i don't think thats going to be allowed , also , the last point of just pumping the water back to the top ..... won't that take more power that what is generated , i'm not trying to be negative but just seems to be words and pictures without proof

I seem to have missed something , the invention supposidly replaces all the "problems" with building a dam but then you say this is built in the catchment area , isn't that another name for a dam ? So rather then put the generator in the dam/catchment point you put it somewhere else . But are you saying it goes somewhere there is a natural catchment area .... but then you are draining an existing lake , causing enviromental change . Also,is the water pressure enough if dribbling over the top?

does this not assume that you have to get rid of the water constantly ..even at the bottom discharge pipe? If there is lower ground, most sites like Niagara falls (U.S and Canada) will have taken advantage of the lower ground by using underground tunnels without even damming. Maybe good for cities where the water must mandatory be run through to go to a lower reservoir in the city water plant and then they pump it out for use.

Cool concept you could also anchor theseout in the ocean an have them work too? All you would need is a lot of bouyancy and the tube acts as a round dam giving water drop for the turbines......
