From what I understand, Walter was born in America (Chicago), not Russia. But he has that real faint Russian accent because his parents were actually Russian. He also based pronouncing his r as "w" and that as "zat" because his patents pronounced them that way.
P.S: Barely anyone got along with William Shatner (only Leornard Nimoy, DeForrest Kelley, and Gene Rodenberry did).
