In this clip, Grady W. Smithey (District 4) denies and explains away the appearance of impropriety in accepting an illegal campaign contribution in his 2008 election (or 're-election') campaign.

At 1:34, Mr. Smithey smugly tells Mr. Ford, "Sometimes Mr. Ford, I think your village back in Massachusetts is missing its idiot." But his insult was not sanctioned or even acknowledged by the Mayor. Dorothy Burton (At-Large) takes a turn speaking, where she rambles on in support of the Mayor who graciously recused himself from the pending vote to give $184,000 to a company from which he, and Mr. Smithey, had both received significant campaign contributions. Mr. Smithey expresses his resentment of the allegation of impropriety, but then follows the Mayor's lead to recuse himself.

The measure to pay Paradigm Systems $184,000 during these hard economic times where the city is in a $1.1 million dollar deficit, passed with the support of Ken Weaver (District 1), Scott Cannon (District 2), and Dorothy Burton (At-Large, (and Mayor Pro Tem)).
