What I disliked About the soviet nuclear programs was that the scientists were soldiers. So were the engineers and everyone else in there nuclear programs and all military programs. In the usa our nuclear programs are run by civilians. The advantage of this I see is if there is corruption in the military or hostile intentions. The scientists can not work if they are not supportive of bad military intentions.
