A kid in school did this to me once in front of the about half the class, but a lot of people quickly put it out with their hands and it was gone as soon as I realised. I never told any of the teachers because I was scared of what that kids friends would do to me if I did (he would surely be expelled for it, he almost got expelled multiple times, lighters and smoking weren't allowed in school, let alone lighting someones head on fire.) Luckily for me only a small patch was burned out.
