Not so for the Skylon Tower (Ontario, CN). I've been there when it was calm, and windy. Same speed. The counterweight and cables are behind a shield, so the wind doesn't get to them. The ride isn't very smooth when its windy.

The ride was slow, probably because it's too windy. To prevent the cables from snagging on each other on a windy day, most elevators have a controller that will reduce the top speed of the elevator. This is true for that tower in Dubai.

You Can See How They Slowed Them Down. They Used To Do 2000 FPM, But Someones Ear Drum Popped, So It's Limited To 1100 FPM, And The Ride Went From 60 Seconds To 2 Minutes.
