It's actually possible to get Fire 3 from Phoenix at triple the speed. I personally don't like this, if I had designed the game all three top spells would be available only through Tritoch, or else all three would be available from three other Espers, each at the 3x speed.

It's one of the few spells Terra can learn without an esper. Everyone else needs Tritoch.

I wonder. Did the game ever explain why the town Narshe got abandoned?

The game never really explained it. It could be because monsters reside in it, or something Kefka did. It's mainly left to the imagination.
