Although the camera will be set to manual aperture and speed, the auto-focus can be left on.
However, this looks like two different clips, blended.
Shooting star videos usually requires 20-second exposures with 2 seconds between frames.

You can find many more time-lapse videos at Vimeo, and the photographers will usually give you all the info.
You need a camera that can be set to "manual" shutter speed and aperture to avoid flickering.
The usual frame rate is 3-8 seconds between frames. This video might have been taken at 10 second intervals. It's a little fast.
Any video software that will import single images and allow you to set the duration will do the job.
