Topi: Jo importit te plehrave - Vizion Plus - News - Lajme

Presidenti i Republikës, Bamir Topi rikthen për shqyrtim ne Kuvend ligjin e kaluar vetëm me votat e mazhorances, pas kontestimeve te forta te opozitës, për importin e mbeturinave. Ne arsyetimin e tim për kthimin e dekretit Topi argumenton se ligji "Për menaxhimin e integruar të mbetjeve" ka nevoje për përmirësime.
"Me qëllim që ligji dhe zgjidhjet e ofruara për menaxhimin e mbetjeve në Republikën e Shqipërisë të garantojnë sa më tepër rezultate pozitive, në bazë të nenit 85, paragrafi 1 të Kushtetutës, vendosa të mos e dekretoj, por ta kthej edhe njëherë për rishqyrtim në Kuvend, pasi gjej në të, mospërputhje dhe dispozita jashtë objektit të vetë ligjit," shprehet Presidenti Topi. Konkretisht ai i referohet nenit 49, i cili sipas tij del jashtë qëllimit të ligjit. "Në një kohë kur i tërë ligji i është dedikuar marrjes së masave dhe kryerjes së procedurave për menaxhimin mjedisor të mbetjeve në Shqipëri, si një problem i rëndë dhe ende i pazgjidhur i mjedisit shqiptar sot, krijimi i mundësive për import të mbetjeve të vendeve të tjera, duket se bie ndesh me qëllimin e deklaruar për 'minimizimin e mbetjeve ose pakësimit të ndikimeve negative nga krijimi dhe menaxhimi i integruar i mbetjeve', apo 'pakësimit të ndikimeve negative të përgjithshme nga përdorimi i burimeve," argumenton kreu i shtetit. Kunder importit te plehrave qe parashikonte ligji i mazhorances qeverisese, ishin shprehur se fundmi edhe ambientaliste e grupime rinore, ndersa Forumi Eurosocialist ka protestuar si ne Presidence, ashtu edhe perpara Parlamentit, duke i kerkuar kreut te shtetit te mos e dekretoje ligjin.
