I have ridden on these carousels ,and sometimes adults are allowed to ride within weight & height limits . That child's Father is too tall . Some woman at certain weight can ride beside their child . The Operator at my local county fair let me ride their Carousel ,and it was 2 row similer this one here .

Baloba park has a small carousel and a GIANT herschell spillman carousel with a brass ring.

Most of the Chance Rides or Allan Hershell carousels run pretty fast. 7-8 miles an hour. If it were a larger ride, it would feel slower. I was there as a kid a long time ago.
