OPEC (and more importantly Saudi Arabia) couldn't increase production last summer (though they were way above their price target) even though they promised to.

Believing in ever increasing prices and revenue, they started huge construction projects, and cannot complete them due to reduced prices. At first, they were reluctant (as individual nations) to commit to any production cuts, because this hurts them individually. It benefits a single OPEC nation more if the rest of OPEC make cuts.
