Most large airports have a similar policy and is implemented to protect the ground workers from lightning strikes, plus the lower visibility and strong multi-directional winds cause problems for aircraft in the air and especially when close to the ground. Same thing as aircraft flying around thunder heads and not through them - but the airport can't move - so you have to wait for the thunder storm to pass.
