This is way too USA. True manga has a more Japanese look, stylization and tone to it. Intricate integration of cross-hatching and inking is used to emphasize on dramatic moments, and panels are laid out in a dynamic fashion.
What we see here in this video looks like it was all done in MS Paint. It's too clean looking and simplistic.

Meaning Manga are comics made in japan or manga's made by Mangaka from japan (meaning they could live in the US, EU etc) and have serialization.
