the quote you read from cars.gov was taken from a secure website between DEALERSHIPS and the GOVERNMENT ONLY!

in fact the general public is UNABLE to access that message, or even that section of the website AT ALL.

Actually it says by logging in your computer becomes the property of the government. No time limit is implied. e can not expect them to be on our side anymore. The Government is against us.
