Same here, I finished the game then went back and played the Cliffhanger mission again, and it didn't unlock.

i found an easier way to get it i went on accetable loses(spec ops) and went strieght forwards around the dumpster and knifed the two guys then went in the building and knifed the other two before planting the bomb xD i got it after the first guy buyt i like knifeing ppl
