Holy Traffic Jam Batman!

They were filming a Batman movie on the upper level of the Queensboro (59th Street) bridge spanning the East River and connecting Manhattan with Queens, forcing all traffic to go to the lower level. But at this approach to the lower level on the Queens side, there was, clearly, no place for the traffic to go. Well, clear at least to me. Perhaps not so much to the drivers leaning on the horns. I mean, where did they expect the other drivers to go?
