At the recent National Association for the Advancement of Colored People convention in Nashville, a report was released detailing the impact of crime on the black community. Called Crime and Criminal Activities in the United States, the report concluded that minorities living in the low socioeconomic neighborhoods are the ones most likely to be victims of crime and criminal activities.
In an unprecedented move the NAACP Board of Directors requested each local chapter to convene a community meeting before October 5, 1992, to identify problems, goals, objectives, and action items that meet the needs of local jurisdiction engaged in the fight against crime. The Board recommended a community based civilian review board be implemented in each jurisdiction, and an increase in the number of minority enforcement officers who live and work in the lower socioeconomic neighborhoods.
