Umm, since it's an air hose, I'd say they are putting air into the tire to get it to the right pressure. But that's just a guess, I'm not a mechanic.

@artfisher In the UK, it is called EZ Start. Used for spraying into car air intakes to start engines. But be aware, if using to start an engine, once started...bloody run!!! This stuff takes the revs to the limits!
