STEPS: Duplicate Layer, Blur>Gaussian Blur (40 pixels), Set Blend mode to 'Overlay', New Layer, Select 'Brush' tool>white to paint the sunshine,Blur> Gaussian blur (170 pix), opacity down to 70%. 'New Layer', orange color, fill w/ paint bucket. Blend mode to 'Overlay', opacity 50%. Merge Layers, adjust the color balance. Make color pallet B&W, Filters>DIstort>Diffuse glow (0 Grain, 2 Glow, Clear 20)

All these things you can alter to your own liking. Hope this helps.
