St. Petersberg is the home of 1 of the 2 best museums on the planet, IMO.
Hearing and seeing something of the conditions that the city is in and it residents live in, lead me to believe that something more than a lack of laws led to this, and still exists. My gut tells me that graft and corruption were and remain at work, otherwise the city would be teaming with investors and shortly thereafter, tourists and a great local economy.
More is "at work" in St. Petersberg than its residents know.
