    You are right, there are indeed unknown knowns... but this man, like many politicians, simply talks around the issue and basically says nothings. He is guilty of Catch-22 phrases and of answering questions without answering them. That's what makes him such a prick.

    While I was never a fan of Rumsfeld, he is quite right on this point. And professional philosophers will back him up on this (if not much else). As someone else has pointed out, there is the category of unknown knowns --- we know something but are not aware of the fact that we know it.

    Known unknowns - things we know we need to research, the results of that research might take more or less time, but we know we can figure it out before we invest into this project.

    Unknown unknowns - We will start the project not knowing these things will be a problem. These will derail our project in ways we can not foresee.

    Given the context it might be a silly statement, but in and of itself it explains the mentality of approaching larger projects quite succinctly.
