The proposed lift on the ban of Federal funding for needle exchange programs is disturbing when those dollars could be spent on funding successful drug rehab programs.
You appear to overlook that it takes some time before most people decide to stop using drugs (if at all) and during that time they are at risk of hepatitis C and HIV. The statistics speak for themselves - UK under 2% HIV in injecting drug users, the US has some of the highest figures in the world, and as for Russia, over 80% HIV amongst injecting drug users! And you call that 'some success'. Needle exchanges are cost effective and save lives - it's as simple as that!
