In the men's cases at least, it isnt necessarily because they find the girl sexually attractive, but more because the concept of having sex with such a young girl is so dangerous and forbidden in contemporary society and the fact that they're actually getting away with it is like a 'rush' for them.
Why do the girls accept? Well, older guys can provide a lot of stuff most girls want, like material items, (ie. clothes, an iPod), a vehicle to take them anywhere they want to go, etc.

But I guess, for legal purposes at least, an adult having sex with a seventeen year old would still be considered an offense.
But i'm not sure. The law is pretty confusing and contradictory if you ask me...
