Ricky Steamboat received his biggest push with Jim Crockett Promotions, which was later associated with WCW. Both The Steiner Brothers also made a name for themselves in WCW, remember "The Varsity Club"? They didn't arrive at the WWF until the 90's (92 or 93 I believe).
But I will give you the Vader argument. I was mainly speaking about the North American wrestling companies.
Uhm actually they kind of did make Steamboat. Ricky Steamboat received his biggest push in the business by Jim Crockett Promotions, which later was incorporated and was the foundation for WCW. So, yes Steamboat was somewhat made by WCW. It was in the Mid South territory that he made a name for himself wrestling guys like Flair.
And actually Rick Steiner made his start in the NWA/World Championship Wrestling. He didn't join the WWF until the 90's.
