They are not under "threat" by fires. Only if they stayed in their burning houses where they under "threat". They are facing the "need" to relocate. Relocation saves from the threat. Euronews is telling it is "a threat", because that's what people are supposed to think under the anti-terrorist regime, who talk about "threats" in public. That's normal.
