It is true, just place two of the eleven super carriers currently active into reserve. Russia has one medium sized carrier, China has zero but planning to make a few; reducing the excessive carrier fleet by 15% is still going to result in a navy with 3 times as many carriers as anyone else in the world... Basically, it'd be easy to make the cuts now the Soviet Union is gone, Russia has stepped their military down way far, it wouldn't do much damage for the US to do a little of the same.
