An individual wrote concerning the persons not in full Personal Protective Gear. Here is my answer: These are private individuals working on private land. Everyone working on the fireline has Nomex, boots and gloves. The rules of the association allow a choice of wearing a hard hat when working on grass fires where no there is no danger of tree limbs, etc. falling on them. Everyone wears a hard hat in timber burns. They do not work on federal lands, because they would have to all do a pack test, and have the required FS courses. They could help on state lands, but would have to wear a hard hat to satisfy the fire boss's state rule requirements.
