At first you need to talk with the Prophet in Anvil and he gives you lame map with all wayshrines and when you pray in all wayshrines Crusader ghost apears and told you to go to his shrine which is underwater near Waterfront district and when you pray there you need to go to the priory of the nine I think and when you know what to do =)

he also makes references to a dragon: perhaps m'aiq saw one perhaps he did not..... also fan spam for why there are no dragons (pc has a mod where you can rie on dragons!) there are at least 10 more things m'aiq answers! :p
