Or the easy way, get a background,
1. Find a picture of a person/animal etc. and add it to the background. ctrl+m change the contrast.
2. Use the erase tool, make the opacity low, and delete some of the person/animal, add some motion blur if you want..
all done, same crappy effect, Sorry psturials :> This effect was a bit weak for me, but I still love you <3

@revisoryvirus Thanks for the tip and happy Halloween! Your method works too. It's faster to use the content-aware fill than to tediously cutout a ghost from another photo though. You also don't need to worry about perspective and scale. I also recommend adjusting the blend-if settings instead of opacity. Lowering opacity just gives it a double-exposure effect which looks fake.
