The first part is called "Anita", written by Randy Newman as an intro for the rest of the song. Somewhere on YouTube there's an interview (part of a documentary on Van Dyke Parks, who also covered "Vine Street" but changed the intro) where Newman talks about this.

that's the "tape that we made". the point of this song is that it begins with a recording the artist supposedly made long ago. everyone who's covered this song has inserted a different "tape" before the song proper begins.
