Plus, blacks don't need to be uplifted... its the 21st century and you have the same rights as whites. You are right. If you ever watched that show Gangland on the history channel when they are talking about the black projects in chicago, it gives you a very detailed history of how it got started and how black gangs came about in the projects due to the democratic black surpression in the early 60's with welfare reform.
