Canadians and Scots turned the idea of sharpshooting into a military application. They've always been hunters and scouts, trained in woodcraft, stalking, and taking out their quarry from long ranges. So the soldier was good, the training he had was good through years of experience, and the culture said he could do it. If an culture has fought in an urban environment all it's life, then its citizens would likely be quite good at it. That's where the nationality part comes in

He did his job and he obviously is a good shot. Nationality has nothing to do with it. The fact that he's Canadian has nothing to do with the work and time he has put in perfecting his craft. He was their at the right place at the right time. His efforts paid dividends.
