That'd be a Hancock 4700 air-whistle. Common on 1st generation locomotives like this one.

To be more specific, it is a Hancock 4710. The difference between a 4700 and a 4710 is that the 4700 has the square deflector dish, whereas the 4710 only has the whistle piece.
