lol..hes yelling at a tanker?! yes he is big and yes he can do anything...tanker vs sailboard = tanker win... she also has the right of way, you cannot impede her passage due to her constrained draft and she is unable to deviate from her course also it is a vessel at anchor which is not under command... =P

I think that the fact that he is at anchor means that he can stay right there.
