If you're talking about the other starbits then they're locked up and four are locked up around that area. The rainbow star actually was locked up too, but in the video it was already broken by the bullet bill blasters at the top of the tower.
Sorry I couldn't put this in Spanish, but I don't know enough to translate this whole thing in Spanish.

Super mario galaxy looks so amazing I'll never understand why people say all the games on the wii look bad it's so much more dependant on the art direction than it is on the hardware
