because not the whole lines are undergrounded, only in the area. But some lines in the outer parts of the cities have upper platforms and special paths which can be operated by underground trains only.
See on WIkipedia for "Stadtbahn Rhein-Ruhr" - there's an english translation also.

@CoachAlex1996 Longer trains running through city streets exist in several places, such as the US Interurban 'South Shore Line' in Michigan City, near to Chicago, where trains even call at a tram / streetcar stop in the middle of the road.
Then there is the Bernina Bahn in Swizterland, several sections of which travels through city streets.
