If air is pulled in the bottom and pushed out the top, you will get bass cancellation. At low frewuencies (say 5Hz) this would happen, but at say 50 Hz, the top portion is delayed by the tuned box, so they should both push air out and pull air in at the same time when the cabinet is in its working range.
