The whole idea behind metals is brain washing and propaganda invented by the commanders of the Roman Legions. How does an empire motivate its' slaves to go fight and die for causes they don't care about? I worry, that those veterans toss the medals back, and the government just saved money for ammo for the next war. The veterans' (or others') sons (today also daughters) may fall for similar propaganda for another war, and the gov will give those medals back which they collected from this lawn. "I got a purple heart for losing my leg, and someone else already scratched his/her initials on it!" yes, this is a hard assumption, but those are not the first generation who toss them back.
